Senator Sky Damon believes that merely executing criminals is a waste of a potentially valuable source of human labor. 

Many of those who commit heinous crimes could use their physical and emotional dysfunction and attributes to benefit the great American economic machine. 

That's why Senator believes that the better alternative is to employ the condemned in the most dangerous but important occupations. These are jobs such as exchanging fuel rods in nuclear power plants, or laboring in once valuable coal mines that have been needlessly shut down by government regulators. They could also be used as temporary workers on the new state-run plantations..

There are also those whose skills could be honed to improve productivity on the kill room floors of our nation's meat packing plants. 
And let's not forget about two of the most dangerous professions: driving cabs, and teaching in our public schools.
